National Security Research Is Human Research
Research funded in the name of national security protects brains, heals veterans, brings the missing home, powers cancer care, trains stewards, secures critical infrastructure, and guards the food supply. These are some of those stories: the people helped, the lives changed, and the Wisconsin researchers behind them.
PANTHER: Protecting the Brain
Funded by the U.S. Office of Naval Research
The concussion science protecting service members, athletes, kids, and everyone who wears a helmet.
Founded at UW–Madison in 2017, PANTHER brings together more than 30 investigators from academia, industry, and government to understand traumatic brain injury at the cellular level, the scale where injury actually happens and where no emergency-room scanner can see. With millions of dollars in support from the Office of Naval Research (ONR), the team studies how brains are hurt by impacts, blasts, and ballistic threats, and how to stop it.
The science is already becoming products. A helmet manufacturer has built a more protective liner system as a direct outcome of PANTHER research, and new bicycle and work helmets informed by the program are in development. Roughly two million Americans suffer traumatic brain injuries each year. Research built to protect Marines is on its way to protecting all of them.
The bioeffects work pays off beyond any one incident: rigorous exposure science protects service members, informs safety standards, and gives medicine the foundation to diagnose what it once could not even measure. It is protective research in the most literal sense, defense of the human brain itself.
Protecting against invisible harm
The program’s protective mission extends to invisible threats as well. When American personnel overseas began reporting unexplained neurological symptoms, PANTHER researchers took up a question science had barely studied: can pulsed microwave energy injure the brain, and how? They are leading the search for answers, building the experimental science of electromagnetic bioeffects from the cell up.

Bringing the Missing Home
In partnership with the Defense POW/MIA Accounting Agency
Students and scientists returning America’s missing heroes to their families, one at a time.
The UW Missing in Action Recovery and Identification Project was the first academic institution to partner with the Defense POW/MIA Accounting Agency. Teams of students and experts in history, archaeology, forensic anthropology, and biology research each case for months, then excavate crash and battle sites around the world, working to account for the roughly 81,000 Americans still missing from past wars, including more than 1,500 from Wisconsin.
Fallen service members have come home to their families after nearly 80 years. Among them: a staff sergeant lost when his B-26 was shot down over Germany two days before Christmas 1944, recovered by UW teams in Belgium. The project became the model, and DPAA now partners with more than fifty academic institutions. In the words of the project’s leader: “There isn’t a dry eye. Because you see and feel what you have accomplished.”

Fusion Technology, Cancer Scans
Backed by the National Nuclear Security Administration
Nonproliferation investment built the fusion company now supplying the isotopes behind millions of medical scans.
The most-used isotope in nuclear medicine, the one behind roughly 85 percent of diagnostic scans for cancer and heart disease, was long made abroad in aging reactors using weapons-grade uranium. Fusion technology born in UW–Madison’s nuclear engineering program offered a better way, and the National Nuclear Security Administration has backed the resulting company, SHINE Technologies, with cooperative agreements since 2010, precisely because its process needs no weapons-usable material.
About 56,000 American patients rely on these scans every day. SHINE’s fusion-driven production, now expanding through a $263 million Department of Energy financing commitment, is building a reliable American supply, plus one of North America’s largest facilities for a targeted cancer therapy isotope, with capacity for 100,000 doses a year.

Helping Veterans Heal
Supported by the Disabled Veterans of America Charitable Service Trust
“It works”: an Army officer who led 280 combat missions, on the UW study that helped him leave the war behind.
Conventional PTSD treatments fail as many as half the people who try them. Researchers at UW–Madison’s Center for Healthy Minds ran one of the first rigorous trials of a breathing-based meditation practice with veterans of Iraq and Afghanistan, publishing a randomized controlled study showing it decreased post-traumatic stress symptoms, with benefits that lasted.
More than 20 percent of the two million Americans who served in Iraq and Afghanistan live with PTSD. The center’s Veteran Wellness Study expanded the range of treatments and mapping the brain mechanisms of recovery, while veterans from the original studies have trained as instructors themselves, helping fellow veterans heal. The Healthy Minds Program continues in a free app, helping thousands of people daily.

Breathing Easier
Funded by the U.S. Department of Defense
Taking on the lung-scarring disease that kills 40,000 Americans a year, with AI, engineering, and medicine on the same team.
Idiopathic pulmonary fibrosis progressively scars the lungs, and medicine still doesn’t know why, or how to stop it. Median life expectancy after diagnosis is three to five years, and it is a leading reason for lung transplantation. With nearly $11 million from the Department of Defense, an interdisciplinary UW–Madison team spanning the Institute for Clinical and Translational Research, the School of Medicine and Public Health, the College of Engineering, and the School of Pharmacy is investigating the biology of lung scarring while building new imaging techniques and drug delivery systems, aided by artificial intelligence and advanced 3D modeling.
For patients who struggle to breathe and to keep their independence, the goal is what medicine has never had against this disease: ways to see it, slow it, and stop it. Cell biologists, engineers, lung doctors, and medicinal chemists working as one team, the whole research university mobilized against a single intractable disease, and a template for how defense-funded health research improves lives far beyond the force.

Army Trucks, Moon Rovers
Backed by U.S. Army investment
The open-source physics engine built for Army vehicles now helps NASA’s rovers keep their grip on other worlds.
Project Chrono, the open-source simulation engine born in UW–Madison’s Simulation-Based Engineering Lab, models how vehicles and machines interact with the world: soil, sand, ice, and everything else that makes off-road motion hard. The U.S. Army invested $1.8 million in 2014 to develop it as an open platform; it now simulates everything from trucks and tanks in punishing terrain to spacecraft.
Because the Army chose open source, everyone benefits. Hundreds of organizations use Chrono today, and UW engineers applied it to help NASA understand why rovers get stuck, informing the mobility of lunar missions. Construction equipment, planetary rovers, and the family car’s safety systems all trace value to a defense investment made open to the world.

Stewards of the Environment
In partnership with the U.S. Army Civil Affairs & Psychological Operations Command
Training the Army’s environmental officers, because stability grows from stewardship.
The Nelson Institute for Environmental Studies trains the Army’s 38G environment and natural resources specialists: officers who manage water, land, and environmental crises in the world’s most fragile places, where a failed harvest or a poisoned well can undo everything a mission builds. The program revives a campus tradition dating to World War II, when UW–Madison hosted an Army Civil Affairs Training School.
Environmental competence in uniform means disasters better managed, resources protected, and communities stabilized. American soldiers trained, at Wisconsin, to leave places better than they found them.

Speaking to the World
Funded by the DoD National Security Education Program
Teaching Americans the languages the nation needs most, in any major, to professional mastery.
The Russian Flagship Program at UW–Madison takes undergraduates of any major, astrophysics to international studies, to professional-level Russian by graduation: intensive campus study, individual tutoring, and a capstone year overseas in Almaty, Kazakhstan, complete with a professional internship. It is one of UW–Madison’s Language Flagship programs, funded by the Department of Defense’s National Security Education Program, and ROTC cadets participate on full scholarships.
The nation’s critical shortage of Russian speakers meets its answer in graduates who leave Wisconsin with professional fluency, many through Boren Scholarships that trade support for a year of federal national security service. The pipeline starts even earlier: the Pushkin Summer Institute brings outstanding high school students into Russian study each summer. Language is a security capability, and it is also a door opened for every student who walks through it.

Defending the Networks Everyone Depends On
With U.S. Cyber Command, CISA, the FBI, and the Wisconsin National Guard
Hospitals, utilities, schools, and elections all run on networks. Wisconsin trains and exercises their defenders.
UW–Madison holds the National Security Agency’s Center of Academic Excellence in Cyber Research designation and is a founding member of U.S. Cyber Command’s Academic Engagement Network. In the Cyber Badger exercise series, developed and executed with CISA, the FBI, the Department of Energy, and the Wisconsin National Guard’s 176th Cyber Protection Team, students and professionals defend simulated networks against realistic attacks.
The defenders trained here go on to protect the systems civilian life depends on: the hospital’s patient records, the utility’s control room, the school district’s network, the county’s election infrastructure. Scholarship programs like the DoD Cyber Service Academy carry Wisconsin students directly into that service. Cyber defense is neighborhood defense.

Watching Over the Food Supply
A national leader in the response to H5N1
Testing the milk from every Wisconsin dairy farm, every month: the early-warning system for animals and people alike.
When H5N1 avian influenza reached American dairy herds, the Wisconsin Veterinary Diagnostic Laboratory became a national leader in the response: the first laboratory to detect the virus in retail milk, and the engine of monthly surveillance testing covering every dairy farm in America’s Dairyland, roughly 5,000 samples a month.
That vigilance protects the dairy economy, keeps the food supply safe, and stands watch on the line where animal disease could become human pandemic, while School of Veterinary Medicine researchers pursue the vaccines that could stop the threat at its source. Biosecurity for herds is health security for everyone.
